Abstract
This research explains the relations between the Islamic Republic of Iran and the Republic of Azerbaijan from the point of view of Alexander Wendt constructivism theory and the main question is: what factors led to convergence and divergence in these relations from 2000 to 2019 and what were the consequences?
The purpose of this study is to investigate the components of identity that affect the relations between Iran and Azerbaijan. The method of data collection is interpretive. The results of this study is that divergence and convergence in the relations between the two countries is not a fixed thing and changes according to temporal and spatial conditions so that divergence becomes convergence, and vice versa.
In other words, material and semantic factors do not have the same effect on the relations between the two countries and in a specific time and place cause convergence and in other time and place causes divergence between the two countries
