Abstract
In recent years, many terrorist groups and sects have been formed in Islamic lands. The emergence of Salafi takfiri groups as informal actors casts doubt on the future of the West Asian region, where the ISIS terrorist group is one of the most important recent phenomenon in the region. The emergence of this group marks the beginning of a new phase of radical Salafism with the ideas of Ibn Taymiyyah and Sayyid Qutb in the world. The group has gained so much power in recent months that it has emerged as an active non-governmental activist in Iraq. Our main purpose in this article, which uses a descriptive-analytical method, is to answer the question: How Takfiri groups are formed in West Asia? In response, we found that the West, and especially the United States, has used a variety of strategies, including the strategy of constructive unrest, to manage this instability and pursue its interests
