چکیده

بررسی روابط ایران و آذربایجان؛ چالش ­ها و فرصت ­ها


چکیده:
سطح روابط هر کشوری با کشورهای دیگر وابسته به شرایط اقتصادی، امنیتی، جغرافیایی و فرهنگی دارد. گر چه جایگاه هر کدام از این عوامل در عصر جهانی شدن دچار تحول شده است، اما نمی­توان گفت که این عناصر تاثیراتی در روابط دو کشور ندارند. ایران و اذربایجان که در همسایگی یکدیگر هستند و اشتراکات فرهنگی اعم از تاریخی، مذهبی، آداب و رسوم و....  بسیار زیادی دارند، روابط دو کشور با چالش­ ها موانع خاصی برخوردار بوده است. این چالش­ه ا در دهه اخر در سه سطح داخلی، منطقه ­ای و جهانی قابل بررسی هستند چنانکه می­توان به موضوعاتی از قبیل بی اعتمادی و بدبینی نسبت به یکدیگر، رژیم حقوقی دریای خزر، مشکلات اقتصادی،  دخالت ­های کشورهای منطقه­ ای همانند ترکیه، جایگاه رژیم صهیونیستی، موضوع قره باغ، نفوذ قدرت­ های فرامنطقه ­ای همانند روسیه و امریکا اشاره کرد.

Abstract:
The relations between countries relies on economic, security ,geog raphical and cultural circumstances. Although, the status of these factors undergos a change in the globalization era, it is not true to say these factors have no impact on relations between two countries. Iran and Azerbaijan, as neighbors, have cultural, historical, religious commons. Nevertheless, the relations between two countries have faced certain challenges. These challenges could be evaluated in domestic, regional and global levels. The challenges include mutual mistrust and pessimism, the legal regime of the Caspian Sea, economic predica-
ments, the meddling of regional countries especially Turkey, Israel regime, Caucasus issue and the influence of great powers such as the US and Russia.
