The fundamental problem of privatization in Iran is that the government is much less competitive and responsive. A Government that cannot manage the public agencies which is owned, often cannot properly design and implement privatization and reform carried out supplements. Among the consequences of the rule of non-governmental to: increase community participation, The right of public access to information, Requirement the public sector to provide information, raising the level of awareness, reporting of the public, improve the indicators of good governance, political stability can be noted. The impact of privatization on society, or share it in social capital beyond the costs and benefits of direct economic. In a country like Iran, civil participation through, limiting access to information or restrict public comment process are controlled, privatization performance will be less than the subop-timal. Principles of justification, transparency and accountability in all the process of privatization should be observed and from the perspective of good governance, privatization weakness deliberate tendency towards corruption in situations where there is no transparency reveal.Key words: privatization, governance non-governmental, non-governmental organizations, governments, non-governmental

They are resulted from political, economic, social, internal and external circumstances of every era. The political poetry is a poem full of awareness of the changes in history and the moment in which it was poetry, and this poem practically denies some values and proves some other values. Political poemof conte-mporary Iran is formed with regard to constitutionalism, liberty, anti-oppression, rule of law and anti colonialism. Given these elements, certain subjects were emphasized in political poems ofcontemporary Iran's poets such as nationalism,law, anti discri-mination, development, and fight against the colonizers, country, humanism, equality and justice. Meanwhile, one of the issues that escalate the level of tension between two states recently has been Syrian crisis which became one of the most complicated political and security challenges in the region.Therefore, this paper aims to study the strategy of Islamic Republic of Iran and USA toward Syrian crisis from 2011 to 2016 through descriptive- analytical method in order to answer this main question that, what are the fundamental elements and causes of the main strategy of Iran and USA toward Syrian crisis?The main hypothesis of this paper is that regarding the significance of Syria, Iran’s foreign policy is based upon status quo while the base of USA’ foreign policy is reversion or in other words;change regime. Social inequalities and increasing dissatisfaction with emphasis on Qazvin provinceDr. Mohsen JalilvandFatemeh RabieeAbstract:Incremental changes are made in human needs over time and people tend to satisfy these needs in the society. On their way to satisfy these needs, people always compare themselves to others and they naturally wish equal rights and when they find out that they do not have the standing they deserve, then they put the blame on social conditions and come to the conclusion that they have suffered privation. In such cases, people always try to remove social inequalities and when the society lacks a proper legal grounds for this to be accomplished, they may try to retrieve their suppressed right using tools that endanger social and political security. It is noteworthy whether it really exists or is just some people’s mental image, social inequality may be threat to other people who enjoys ideal living conditions. Because people’s sense of being treated in an unequal way, is an undesirable motive. So politicians should avoid making policies that intensify inequality in order to provide social and political security which is a requirement for living in a community, because suppressed people have the potential of showing an aggressive and rebellious behavior and whenever they feel inequality in social and welfare values and be aware of their failures, they may manifest an undesirable behavior; however, people’s reactions towards inequality are different based on the type of inequality. When people become exposed to unavoidable fatal events and are unable succeed in dealing with them, they intrinsically try to attack the origin of these events in order to mitigate the sense of suppression caused due to their social life. Insurgence and revolutions and even some violations that put social and political security at risk are reactions to these social motives.
